If you continue to browse and use this website, you are agreeing to comply with and be bound by the following terms and conditions of use, which together with our privacy policy govern Learners Progress College relationship with you in relation to this website. If you disagree with any part of these terms and conditions, please do not use our website.

The term ”Learners Progress College or ‘us’ or ‘we’ refers to the owner of the website whose registered office is [1-6 Oakfield House, Ilford, Essex, IG11EF]. Our company registration number is 11958627, registered in England and Wales. The term ‘you’ refers to the user or viewer of our website.

1.1 Free Advertisement(basic package)

With the basic package – advertisements will be uploaded for free on our website. This means approved users can post advertisements without being charged. However, we reserve the right to remove any advertisement as we deem fit. Therefore, there will be no need for billing or invoicing or payment options, credit account facility with us, no PayPal payment or requirement for bank details. Subsequently, you will not receive an invoice online, in the post and so on requesting payment. This is an absolutely free package on our billboard, catering for the needs of students, jobseekers, employers, course providers, freelancers and organisations that would benefit from being connected on a relevant platform.

1.2 Premium Price – (Featured Advertisements Only)

All advertisements with the exception of featured adverts are posted for free. Prices for featured advertisements will vary according to requirements, duration and so on. See the section below with both headings: Payments and also Credit Accounts Payments.

2.1 Accounts, Registrations and Logins

We are not under any obligation to accept your registration as an advertiser and or user. We also reserve the right not to approve your advertisement even without a reason.

You will be expected to create a profile as part of the registration process and you are to ensure to provide accurate information. You must not upload content that will be offensive or misleading as this will be deemed as having a negative impact on the users, in keeping with the content outlined under the ‘Expected Conduct” section further down in the body of this document. It is your responsibility to ensure that your profile details are up to date including your email address and contact number.

Ensure to be careful with the storage of your username and password as these must be kept safe. We will take no responsibility if there is any breach.

All approved Advertisers on the site may be assigned an account specialist, based on the need and our discretion, and these specialist may be made available on a short term or long term basis. However, it is the responsibility of users to contact us at Opportunities Billboard to request the support of an account specialist if one is not assigned.

  • You will need to be age 16 and above to be approved as a user on the billboard sites, in general, but 18 and over to be approved as a user for the freelancer’s site

5.1 Third Party Sites/Links

  • Third party sites are allowed to place their advertisements or links on our site based on an approval process. However we will not be held responsible for the content on their site or the results from accepting an offer. Therefore it is your responsibility to do your checks including looking at the terms and conditions, privacy policies and so on of these third parties

6.1 Limits of Liability

  • From time to time, this website may also include links to other websites. These links are provided for your convenience to provide further information. They do not signify that we endorse the website(s). We have no responsibility for the content of the linked website(s)
  • Neither we nor any third parties provide any warranty or guarantee as to the accuracy, timeliness, performance, completeness or suitability of the information and materials found or offered on this website for any particular purpose. You acknowledge that such information and materials may contain inaccuracies or errors and we expressly exclude liability for any such inaccuracies or errors to the fullest extent permitted by law
  • In keeping with the use of technology, we cannot control the performance of the site and as such will not be liable for any interruptions or delays that you may experience while being on the site
  • We are not obliged to accept your order to advertise on our site. We may reject your order and may or may not give you notice prior to the publication but in the case of Featured Ads, which currently carries a cost, any pre-payment will be re-funded. We will have no further liability whether for paid or non-paid advertisements
    • Where an Advertisement is linked to or hosted on a website, we have no responsibility or subsequent liability with regards to the availability of the website, therefore, we will not accept responsibility for disruption or non-published advertisement for reason beyond our control (Force Majeure)
    • We cannot guarantee that your order will be placed on the date required
    • We will not be responsible and liable for any of the following errors(spelling and text, misprint, proofs that have been previously agreed, omissions and inaccuracies) if the advertisements were placed by you)
    • In the event an advertisement was placed by us with errors((spelling and text, misprint, proofs that have been previously agreed, omissions and inaccuracies) and further checks confirm that the error was 100% from our side, once this is confirmed, we will make the necessary adjustments and re-advertise the posting or advert. In the case of a Featured paid Advertisement, no refund will be issued but the correct version of the advertisement will be made available to the public. In other words we will re-advertise for the period affected. Therefore, if the error was made public for 5 days, the amended version will be re-advertised for 5 days
    • Our Freelancers Section -Note that you are to read the content on the page ‘How it Works’ under the freelancers section before progressing any offer or opportunity on the site
    • Whether you are using the Freelancers section, Courses Section, Jobs section, Classified Ads section, note that you will be using these based on your own discretion as we will not be liable for any unfortunate situation, dispute, loss of finance, loss of products and services. We are also not responsible for any content or misleading information placed on the site by users therefore kindly ensure to do your checks on the advertiser before any engagement with them

    7.1 Billboard Users

    Held Data/Information(CVs, Contact details, Company details, Personal and Non-Personal)

    All users of the website who are not advertisers are classified as USERs and the following details apply to them:

    • All information, including contact numbers, email addresses, home addresses, CVs will be made public to third party viewers by default, therefore, you should consider the details carefully that you are uploading
    • By uploading or creating a CV on the website, you are giving permission for this to be made available to the public, which is set by default, or by extension viewers in general. You are also confirming that you are happy to be contacted via the medium of contact you have placed on your profile page or CV
    • By creating a profile, you are also giving permission for this to be made public as these will be set to be exposed to the public by default
    • Note that if you require your personal or company data/information and so on to be deleted/destroyed by Advertisers(Employers, Course Providers, Service Providers, Freelancers) you will need to contact them directly to do so

    7.2 Billboard Users

    Removal of Held Data/Information(CVs, Contact details, Company details, Personal and Non-Personal)

    • Complete the form/link below advising us that you wish your data/information to be removed from our website. Note that while we should be able to carry out your request, we cannot guarantee when or how long it will take for it to be removed from search engines
    • There are certain information that must be kept by law which must be readily available in the event of a dispute. These will be archived securely. Users will be advised during the deletion process what data/information will be stored securely.     7.3 Billboard Advertisers

    Held Data/Information(CVs, Contact details, Personal and Non-Personal)

    All users of the website who post offers are classified as Advertisers and the following details apply to them:

    • All information, including contact numbers, email addresses, home addresses, CVs will be made public to third party viewers by default, therefore, you should consider the details carefully that you are uploading
    • By uploading or creating a CV on the website, you are giving permission for this to be made available to the public, which is set by default, or by extension viewers in general.     • You agree not to infringe the rights of other users on the site and you will not behave in a manner that will have a negative impact on staff, users and advertisers, for example, bullying and or harassment nor the use of inappropriate(offensive or obscene) content

    This website contains material which is owned by or licensed to us. This material includes, but is not limited to, the content, the design, the layout, look, appearance and graphics. Reproduction is prohibited unless otherwise approved by us.

    All artwork, whether originally designed by us or submitted by you as an individual or an organisation will become the property of Opportunities Billboard and will subsequently be included under our copy right and by extension any other intellectual property rights. No copy of artwork, or advertisement material will be returned. Therefore, creating a profile or agreeing for one to be created and also placing an advert or using the site in any similar context is confirmation of your agreement.

    We will not be liable for accidental loss or damage of any advertising materials sent through our uploaded, this includes artwork and photographs and so on.

    10.1 Governing Law

    Your use of the website and any dispute that may arise is subjected to the laws of England and Wales.

    11.1 Returns and Guarantees for Users

    For websites which sell products, merchandise and/or services via our website, they are classified as third party advertisers and they should normally include specific and relevant details in their own terms and conditions on their site, for example, customer guarantees, returns policy and so on as these are required by law. However, Opportunities Billboard, will not be held responsible for any dispute, lack of knowledge and complaints. We have provided the service of advertising the product, merchandise and /or service and it is users’ responsibility to take up the offers under no obligation. Any query and complaints must be directed to these third parties.

    12.1 High-Risk Business

    We are an advertising company and therefore must point out that our services will extend to businesses which are high risk in nature. These would include businesses which give information about medicines and supplements, advice on health and fitness, advice on finances and other such sensitive topics. We hereby declare that while we are in agreement for the content or advertisement to be placed on our website, we will not take responsibility for any issues, mistakes, misunderstood content and so on that arise from these advertisers. Therefore, ensure to conduct the appropriate checks as relevant as you will be held responsible for your own activity on the site.

    Your use of any information or materials on this website is entirely at your own risk, for which we shall not be liable. It shall be your own responsibility to ensure that any products, services or information available through this website meet your specific requirements.

    Opportunities Billboard may use third parties for cloud services, data storage, hosting and so on, subsequently may need to conform to these third parties terms and conditions. However, we cannot guarantee the adequacy of their security system in terms of protection of information. Therefore, we will not be liable(to the fullest extent permitted by law) for any outcomes in terms of the misuse of any information by these third party organisations. If you have any concerns leading to any objections, please do not use this website as these are matters outside of our control.

    13.1 Payments

    for ‘Featured Ads, Specific Services or Distribution of Products’

    Advertisements that are ‘FEATURED’ on the sites are classified as ‘Featured Ads’ and there will be a charge for these.

    Additionally, there will be adhoc specific services or distribution of specific products that will carry a cost, such as art work, if required, liaisons between users, vetting services for freelancers, such as DBS checks and so on. Note that you will be advised of the charges for these specific products or services, in advance, and this can be done verbally or in writing. Note that these adhoc specific products and services are not associated with Free Advertisements – Advertisements on the site are free with the exception of the ones that are “Featured”. We currently have two packages; basic(free advertisement) and Premium( Paid Featured advertisements)

    All prices are exclusive of VAT until further notice. You will need to pay up front before your advertisement is posted if you do not have any credit account arrangement in place.

    Note that opportunities Billboard reserves the right not to issue a credit account to a user, whether individual or organisation without a reason.

    13.2 Credit Account Payments

    Where users are approved to advertise or utilise services or products which require payments and a credit account is approved see terms outlined below regarding this facility:

    • We reserve the right to publish no further advertisement if there is any breach in the credit arrangement
    • You will be issued an invoice with strict payment terms and if the required sum is not paid on the due date, we may suspend further advertising, if this is in place, and also charge late payment compensation and interest in keeping with the Late Payment of Commercial Debts(Interest) Act 1998
    • Payment must be made on the due date unless there is a legitimate query awaiting resolution. Withholding payments during this period has to be approved by us, otherwise, will be taken as breach of credit arrangement and or refusal to make payment
    • We reserve the right to withdraw any credit arrangement at any time and any outstanding balance will become payable immediately

    14.1 The Use of our App

    Our App is designed, hosted and maintained by third party suppliers who will have limited access to your personal data such as IP address and or unique identifier. If you do not agree to this then kindly do not download and use our App.

    Downloading our App is confirmation that you have accepted, our terms of conditions, privacy policy, cookie policy and by extension, all our policies in general.
